The plan in plain English

Beijing is organising industry by maturity—and by the gap between research and production

The plan places ten core industries into three strategic groups, then sorts thirty future fields into three maturity stages. Its central delivery problem is equally clear: connect Beijing’s laboratories and software strengths to pilot lines, factories, urban test scenarios and a wider regional supply chain.

International reader’s lens

Six cross-border signals in the plan

A measurable export ambition

High-tech products are targeted to reach 30% of Beijing’s goods exports, while games, vehicles, digital services and “Beijing solutions” are explicitly encouraged to expand abroad.

Selective institutional opening

The plan calls for greater opening in value-added telecommunications and biopharma under Beijing’s two-zone policies, but detailed access depends on separate national and municipal rules.

Cross-border R&D networks

Multinational headquarters and Beijing companies are encouraged to conduct joint research and supply-chain cooperation; foreign R&D institutions are directed toward the southern linkage zone.

Health goes global

Beijing supports multinational R&D, overseas high-level clinical trials, international pharmaceutical parks, CXO capability and platforms that help local firms enter overseas markets.

Open-source and standards matter

The city wants a global AI developer hub and stronger standards, testing and certification in 6G, chips, intelligent vehicles, AI and other new fields.

Direction is not entitlement

The plan does not itself confer foreign ownership rights, licences, procurement access, subsidies or fund eligibility; investors must check the programme and sector rules.

Delivery model

Markets, infrastructure and government tools

Regional production system

Link the northern R&D belt with the southern advanced-manufacturing belt, then extend industrial chains through two corridors and four belts across Beijing–Tianjin–Hebei.

Demand and demonstration

Use city-scale scenarios, equipment renewal, industrial tourism and major projects to create early markets for new technologies.

Capital and land

Coordinate government investment funds, deepen industry-finance cooperation, prioritise industrial land, reuse old factories and promote vertical industrial buildings.

Enterprise ladder

Develop innovative SMEs, specialised “little giants”, manufacturing champions, chain-leading firms and globally competitive enterprises.

Green and digital conversion

All above-scale manufacturers are expected to meet digital standards, while new projects benchmark green-factory requirements.

Monitoring and safety

Assign targets, monitor and evaluate implementation, assess supply-chain risk and build AI, data and production-safety governance.
