北京市国民经济和社会发展第十五个五年规划纲要
What Beijing plans to grow: ten strategic industry clusters, nine frontier technology tracks, twelve place-based industry layouts and seventeen industrial projects—alongside the city’s wider 2030 development programme.
The plan in plain English
The economic strategy is unusually explicit. Beijing intends to keep next-generation information technology and pharmaceuticals as its two internationally leading clusters; turn artificial intelligence and green energy into new trillion-yuan pillars; and scale six advanced-manufacturing clusters. It then places each industry in named districts and backs the programme with seventeen industrial projects.
Industrial strategy
The plan divides the ten clusters into three levels. These are the named sectors Beijing expects to provide industrial scale during 2026–2030.
Industry scale above RMB 7 trillion; internationally advanced basic software, industrial software and cybersecurity products.
Industry scale above RMB 1.5 trillion; faster development and market launch of innovative drugs and medical devices.
A new trillion-yuan cluster; native AI companies, general-purpose agents, intelligent terminals and manufacturing equipment.
A new trillion-yuan cluster spanning energy storage, hydrogen, solid-state batteries, perovskite photovoltaics, monitoring and resource circulation.
Strengthen equipment and chip design, expand production capacity and build a comprehensive cluster.
Humanoid robots, complete robot systems, industrial machine tools, instruments and sensors.
Electrified and connected vehicle manufacturing plus a complete new-energy vehicle component chain.
Commercial spaceflight, satellite networks, launch vehicles, ground terminals, operations, low-altitude safety and BeiDou applications.
Aerospace, electronic-information, biomedical and new-energy materials.
Three-dimensional monitoring and warning systems plus advanced emergency-rescue equipment.
Future industries
These are not nine additional, mutually exclusive industries. They are frontier technologies the plan wants to move from research and demonstration toward commercial use.
A Beijing 6G laboratory, standards leadership, technical verification and demonstration applications.
Quantum computing, communications and precision measurement, with “quantum +” applications in health and finance.
Seek early breakthroughs in frontier and disruptive material technologies.
Build reserves in a semiconductor direction beyond the current integrated-circuit base.
Develop manufacturing capability at atomic precision.
Pursue breakthroughs in next-generation energy technology.
Industrial applications in healthcare, eldercare, education and smart living.
Promote new technologies and products from laboratory work to scaled applications.
Accelerate translation and application of advanced therapies.
Industrial geography
The plan links sectors to specific districts, parks and business areas. The lists overlap because one district can host several parts of an industry chain.
Haidian as the core; differentiated development in Beijing E-Town, Chaoyang, Shijingshan, Mentougou and other districts.
Haidian, Chaoyang, Xicheng and Beijing E-Town.
Haidian, Daxing, Changping and Beijing E-Town as leading areas; specialist activity in Tongzhou, Shunyi, Miyun, Chaoyang, Mentougou and Fangshan.
Energy Valley in Changping; Zhongguancun Fangshan Green Energy Park; Daxing International Hydrogen Demonstration Zone; Haidian digital-energy cluster.
Design in Haidian; manufacturing and equipment in Beijing E-Town and Daxing; third-generation semiconductor chain in Shunyi.
Robotics in Haidian, Beijing E-Town, Changping and Chaoyang; machine tools in Shunyi and Mentougou; instruments and sensors in Huairou; rail transit in Fengtai.
Two vehicle-manufacturing bases in Beijing E-Town and Shunyi.
Rocket Street in Beijing E-Town; commercial-space bases in Daxing and Haidian; satellite-internet park in Fengtai; low-altitude technology in Yanqing and Haidian.
Haidian, Fangshan, Shunyi and Huairou.
Specialist emergency-equipment parks in Fengtai and Fangshan.
Financial Street, Beijing CBD, Lize Financial Business District and the Canal Business District in the municipal sub-centre.
Pinggu, Tongzhou and Yanqing.
Industrial delivery
The appendix places these projects inside the modern industrial system programme. Together they show what the cluster strategy becomes in implementation.
Measurable commitments
The plan says Beijing should strive for a better result where possible.
A 2030 target for research intensity.
Per 10,000 people by 2030.
Per worker by 2030.
Average annual growth in digital-economy value added.
Average annual growth in priority green industries.
Agents and next-generation intelligent terminals by 2030.
Target share of total investment.
Contribution rate to agricultural growth by 2030.
Municipal population ceiling.
Municipal construction-land ceiling.
Population and jobs within 500 metres of rail stations.
Urban and regional programme
Improve the central-government service environment, protect and renew the old city, and raise liveability in the core area.
Continue non-capital-function relocation, support Xiong’an New Area and build the Beijing Municipal Administrative Centre at a high standard.
Link a commuting circle, functional circle and industrial coordination circle through transport, innovation, services and institutional cooperation.
Use the Grand Canal waterfront, the Liangma River–Ba River corridor, the southern extension of the Central Axis and the Olympic area as integrated renewal and vitality projects.
Develop new growth poles and improve services in plain new towns while converting ecological value into sustainable development in conservation areas.
Advance residential, industrial and area-based renewal together with public-space, utility-network, station-area, transit and road-network projects.
Complete major-project package
Industrial development is one field in a much larger capital-city programme. The official interpretation reports planned investment of more than RMB 4 trillion across all 100 projects.
Planning and delivery
The final part defines how the outline is meant to lead the wider planning system. Municipal special plans refine tasks by sector; district plans deepen them by territory; territorial spatial planning provides land and spatial guarantees. Annual plans then break the indicators and projects into shorter implementation cycles.
