Editorial overview
A metropolitan plan built around functional integration
The plan moves the Chongqing metropolitan area from broad spatial strategy to a list of deliverable actions. It combines Chongqing’s central urban area and surrounding districts with Guang’an in Sichuan, using transport, industrial chains, public services and shared rules to reduce the effects of administrative boundaries.
2030 targets
Five numbers that define the intended metropolitan scale
¥3.6tn+metropolitan GDP
20m+urban population
75%population with one-hour commuting access
70%+metropolitan sourcing rate for Chongqing-made vehicles
2.1:1urban-rural disposable income ratio
Delivery framework
Four systems, eighteen actions
01–04
A faster commuting circle
Rail, expressways, interchange hubs, public transport integration and digitally managed mobility.
Chengdu–Chongqing middle-line and Chongqing–Xi’an high-speed rail
Suburban rail and metro phases four and five
Cross-boundary buses, one-code travel and smart transport
05–09
A coordinated industrial circle
A core–periphery production system links high-end functions in central Chongqing with manufacturing and supply capacity in surrounding cities and Guang’an.
Advanced manufacturing and modern services in the core
Automotive, materials and biomedicine supply chains
Joint innovation platforms, ports and cross-border commerce
10–14
A shared living circle
Education, health, social security, culture, tourism, ecology and urban governance are treated as metropolitan services.
Education and medical networks
Portable public services and employment support
Joint ecological protection and resilient-city systems
15–18
Institutions for cross-boundary delivery
The plan tests fiscal coordination, joint approvals, common resource allocation, market rules and digital government across administrative boundaries.
Economic-area and administrative-area separation reform
Shared land, labour, energy, water and data arrangements
Aligned market access, supervision and public services
Spatial and economic logic
Core functions, distributed production and cross-border integration
Central Chongqing
High-end research, headquarters, advanced manufacturing, finance, consumption and other metropolitan functions.
Surrounding cities
Manufacturing, component supply and specialized production linked through “headquarters + base”, “R&D + production” and “assembly + supply” models.
Guang’an
A cross-provincial integration partner connected through transport, industrial parks, public services, market supervision and digital government.
Innovation network
Western China Science City, Liangjiang New Area and national development zones form joint platforms around digital technology, health, materials and low-carbon innovation.
Implementation
Governance is part of the plan, not an appendix
Districts and counties in Chongqing’s main urban area and Guang’an carry the main implementation responsibility. Chongqing and Sichuan departments coordinate policy consultation, projects and annual task lists, while a dedicated Guang’an integration working group supports cross-boundary delivery.
Annual tasks organized as explicit lists and items
Working groups formed around priority fields
Monitoring, evaluation and replication of successful practices
