Plan-led Area Coordination: Restructuring Space to Upgrade Industrial Parks

Upgrading the Fuxing Economic Development Zone, Fuzhou

A 30-year-old development zone in central Fuzhou, 80% built out, revitalized 1,100 mu of inefficient land without new construction-land quotas. Tools included a parcel-by-parcel data base, property-for-property swaps for expropriated warehouse owners, tiered 20–50-year industrial land leases and a much faster approval process.

1. Project Overview

The Fuxing Economic Development Zone is located in Jin'an District, Fuzhou, Fujian Province. It was Fujian's first privately run development zone, planned, arranged and promoted by Xi Jinping during his time working in Fujian. The zone covers a planned area of 3.55 square kilometres and is the core location for urban-type industry in Fuzhou's central city, with leading industries in optoelectronics, software and information, and smart manufacturing. After more than three decades of development, existing construction land makes up 80% of the zone. It faced limited supply of new industrial land, scattered traditional factories and old buildings unable to accommodate emerging industries, which hindered the extension of supply chains and constrained high-quality development to some extent. Taking the national pilot on redeveloping inefficient land as an opportunity, Fuzhou set out to break the bottleneck of urban industrial land, generating a "second round of value" from existing land and upgrading its industries.

The zone now hosts 8,566 companies, including 126 national high-tech enterprises and one national "little giant" specialized SME. Output of above-designated-size industry is CNY 16.176 billion and annual tax revenue CNY 1.811 billion, making it Fuzhou's model of an urban industrial park in the city centre.

2. Redevelopment Entity and Model

The zone was originally dominated by traditional industries such as steel markets, warehousing and logistics, and garments and footwear, with a scattered layout, inefficient land use and lagging returns. Through unified government planning, giving equal weight to new and existing land, consolidating and swapping property rights, and implementation involving multiple parties, the zone has upgraded its industries, appearance and amenities together, aiming to become an urban industrial park that integrates production, living and ecology.

3. Results of the Redevelopment

(1) A sharp rise in land returns

Since the pilot began, the zone has revitalized 1,100 mu of inefficient land, including 700 mu of industrial land. Output per mu of industrial land rose from CNY 3.67 million to CNY 4.73 million (up 28.88%), and tax revenue per mu from CNY 100,000 to CNY 500,000 — a fivefold increase. More than 1.8 million square metres of high-standard industrial space have been added, freeing space for optoelectronics and smart manufacturing without any new construction-land quota. In the past three years 47 supply-chain projects have landed. In 2025 the zone's industrial value added above designated size grew 13% year on year, above the provincial average of 6.5%.

(2) Industrial upgrading

As land and space improved, old, extensive warehousing was gradually cleared and low-end capacity phased out. The zone has gathered nearly 100 companies in the optoelectronics supply chain, including Gaoyi Group and Huake Optoelectronics, eight of them listed. The industrial structure has shifted from traditional processing and warehousing to optoelectronics, artificial intelligence, integrated circuits, next-generation IT and smart manufacturing, forming a highly concentrated upstream–downstream ecosystem. Jin'an optoelectronics was named a provincial specialized SME industrial cluster, and the zone rose 17 places in the ranking of provincial development zones in two years.

(3) Better urban quality

Alongside the upgrading of industrial land, the zone improved roads, car parks, parks and talent apartments, built more than 1,600 units of affordable rental housing, and brought in comprehensive facilities including a new campus of Rongbo Primary School, the Fujian Children's Hospital and the Fuzhou Cultural Centre, giving workers access to healthcare, government services and education. Centred on the Jin'an Lake ecosystem integrating industry, city and people, the zone created public space combining flood control and drainage, ecological restoration and leisure, increasing urban resilience and turning an old development zone into a new urban science and industry district good for production, living and work — an example of people and nature in harmony within a metropolitan area.

4. Key Practices

(1) Plan-led coordination of area-wide renewal

Following the principle of integrating industry and city, and positioning the zone as "a high-quality, ecological and smart industrial park for clustered innovative urban industries", Fuzhou carried out a comprehensive area assessment and then prepared a series of plans — the area regulatory plan and urban design, renewal strategy, and an implementation-oriented detailed plan for redeveloping inefficient land. Spatially, the plans coordinate three areas: an integrated services and innovation area, a core industrial area and an industry–city support area. They set out renewal strategies in four parts — redevelopment of inefficient land together with better supporting facilities, resilient blue–green space, smarter transport and distinctive character. The result is a single "blueprint" for renewal with unified coordination, clear controls and matching policies. It solved earlier problems of plans being prepared separately, conflicting indicators, disconnected policies and poor implementation, and provides a unified planning basis and institutional guarantee for revitalizing space and renewing whole areas in industrial parks with complex tenure.

(2) Tailored measures for each company to raise land returns

A special survey of idle factories, inefficient warehouses and other existing land was carried out, building a vector data base covering every parcel's tenure, development intensity, output and willingness to redevelop. Three models were proposed — renovation and upgrading, partial demolition and consolidation, and demolition and reconstruction — and all were brought into the territorial spatial planning "one map" platform. Through "full coverage, one file per parcel", existing land is digitally supervised over its whole life cycle.

At the same time, Fuzhou deepened the "standard land" reform, fully implementing a "cleared land + commitment" supply model. Breaking with the fixed 50-year term for industrial land, it introduced tiered lease terms of 20 to 50 years, with land prices calculated in proportion to the term, matching the industrial life cycle and preventing new inefficiency later.

(3) Policy innovation and a model for multi-storey factories

Drawing on the optimization of the zone's regulatory plan and its special industrial plan, Fuzhou set out five industrial factors — "environmental safety, equipment loads, vertical circulation, vibration damping and isolation, and process requirements" — and ten key planning and design points such as storey heights, floor loads and mechanical and electrical design, answering the questions of "what can be built, how to build it and how to manage it afterwards". To address the high cost, difficult negotiations and long timelines of acquiring inefficient land, it introduced resettlement by swapping property rights in industrial and warehouse buildings to move expropriation forward. Jin'an District offered relocated companies existing factory buildings nearby, mainly for technology R&D, greatly increasing companies' willingness to move and the speed of the work, and saving about CNY 30 million in resettlement costs.

(4) Faster approvals and a better business environment

Fuzhou integrated and deepened the reforms of "multiple plans in one, multiple surveys in one, multiple permits in one", fully applied a "notification and commitment" system and opened a green channel so that several permits are issued together and processed in parallel. Application materials for industrial projects were cut from 41 items to 17, and the time from land acquisition to construction start fell from three months to about ten days — an efficiency gain of more than 80%. Admission review for redevelopment projects was simplified, with parallel approvals and acceptance of applications with missing documents subject to later completion. The A2-B optoelectronics industrial park passed completion acceptance three months early; its 45-day completion verification set a benchmark for faster industrial project delivery in Fuzhou. The city's reform of construction project approvals has ranked first nationally in evaluations for three consecutive years, steadily boosting investor confidence.
