1. Project Overview
The Liangxi Yangming Aerospace Industrial Park is located in Yangming Subdistrict, Liangxi District, Wuxi, with a total planned area of about 3,735 mu. To transform and upgrade its industries and make better use of its space, Liangxi District adopted the "industrial community" concept as its guiding idea and set the goal of becoming a "commercial aerospace hub". Following an "industrial cluster + specialized park" development model and using area-wide coordinated planning as its main lever, the district optimized the spatial layout, connected the road network and created waterfront spaces. The aim is a high-end industrial community combining R&D and manufacturing, innovation incubation, daily-life amenities and ecological leisure — a borderless, mixed development pattern of "industrial synergy, shared space and ecological integration".
After redevelopment, the park-wide floor area ratio rose from below 0.8 to above 2.5, and tax revenue per mu increased from CNY 390,000 to CNY 1.2 million. The park has shifted from a low-end, outdated manufacturing zone to a mixed industrial community that is good to live, work and spend leisure time in. So far, eight specialized aerospace parks — including the Rongteng Yiyuan satellite manufacturing base and the Space Pioneer (Tianbing Technology) liquid rocket development base — have been completed and put into use, one talent apartment complex (Liangxi Talent · Qiyu) has opened, and two city parks are fully open. The outlines of the Yangming aerospace industry ecosystem and industrial community are already visible.
2. Redevelopment Entity and Model
The park was originally a traditional industrial cluster with low land-use efficiency, weak industrial capacity, a scattered layout, ageing buildings and inadequate supporting facilities — a typical case of inefficiently used land. To foster "new quality productive forces" and meet the district's need for industrial upgrading, Liangxi District set the goal of building an open, shared, vibrant and mixed modern industrial community. It adopted a delivery mechanism of "government-led land reserve, construction by a state-owned enterprise platform", implemented a renewal model of "area-wide coordinated planning + high-quality building stock + mixed-function optimization", and pursued an industry-cultivation path of "funds + projects" and "parks + services". Together these drove the transformation of an inefficient industrial area into a high-capacity, mixed-use and ecological industrial community.
3. Results of the Redevelopment
(1) Contiguous land consolidation gives space a new life
Guided by planning and land consolidation, the district systematically phased out small, inefficient and scattered enterprises and assembled 595 mu of contiguous, high-quality, cleared industrial land. This solved the problem of a "scattered layout and fragmented land" and secured the land needed to attract anchor companies in the aerospace supply chain and to build modern custom factories and large R&D and manufacturing bases. The spatial plan also reserved land in advance for community public services and supporting facilities, shifting land use systematically from "production only" to an industrial community that integrates industry and urban life, and releasing the multiple values of existing construction land.
(2) Vertical expansion multiplies efficiency
Through a model of "multi-storey industrial buildings + custom construction", production that once required large single-storey sheds was stacked vertically, reversing the park's inefficient land use. The park-wide floor area ratio rose sharply from below 0.8 to above 2.5. This increased the industrial floor space and output per unit of land, and freed ground-level space for landscape, leisure, social interaction and daily services — a spatial logic of "space goes up, services come down".
(3) Mixed functions deliver integrated benefits
Breaking away from the traditional single-use industrial land model, the park takes "mixed functions and the integration of industry and city" as its core principle, efficiently layering several functions on the same plot or within the same building — "one plot, many uses; one building, many functions". By embedding talent apartments, service facilities and open spaces and by densifying the road network, production, living and ecological functions are combined within limited space. The result is an efficient, interactive and lively industrial community that unites economic, social and environmental benefits.
4. Key Practices
(1) "Plan-led, land-consolidated": building the industrial community
Liangxi District positioned itself to become a commercial aerospace hub for Wuxi and for China, and used planning and land consolidation as twin drivers to build both the aerospace industry ecosystem and the modern industrial community.
First, stronger planning guidance. The park adopted an area-wide coordinated development model with systematic strategy, unified planning and integrated design, bringing together four dimensions: industrial upgrading, urban renewal, ecological improvement and cultural innovation. It established a "dual-ring" system — an outer ring for ecology and leisure and an inner ring for industrial development — to create a demonstration modern industrial community combining advanced industry, a vibrant community and ecological landscapes, and integrating production, living and ecological space.
Second, stronger land consolidation. By phasing out and relocating old, inefficient, workshop-style enterprises, the park assembled a total of 595 mu of contiguous cleared land, freeing valuable space for new productive forces and high-quality development. For example, for the government-led Orienspace liquid rocket development base, several traditional textile and machinery companies on the original site were relocated, consolidating 124 mu of contiguous land and laying the foundation for the community's core industrial facilities.
(2) "Skyscraper factories and custom buildings": raising the community's capacity
The park expanded upwards, building high-standard facilities and custom factories to create specialized park buildings.
First, building "skyscraper factories". Requirements for multi-storey industrial buildings were set appropriately to shift traditional flat factories into vertical space. The Rongteng Yiyuan satellite manufacturing base, for example, built eight-storey high-standard factory buildings, stacking production that would otherwise have needed 28,000 square metres of single-storey floor space. The plot's floor area ratio rose from below 1.0 to 2.97, land-use efficiency improved markedly, and more ground-floor space was released for public services and landscaping, reinforcing a "production upstairs, living downstairs" layout.
Second, "made-to-measure" buildings. Based on tenants' production needs, the park provides customized specifications for design, construction methods, floor-to-floor heights and floor loads. The Space Pioneer liquid rocket development base, through customized construction, upgraded inefficient old factory buildings into a 55,000-square-metre multi-storey smart manufacturing facility with "research upstairs, factory downstairs", meeting the space needs of the whole aerospace prototyping chain from R&D and testing to batch trial production, and deepening supply-chain integration within the community.
(3) "Mixed functions and industry–city integration": improving community quality
With the goal of a modern industrial community combining production, living and ecology, the park improved quality and vitality through mixed functions and the integration of industry and city.
First, mixed functions. Moving beyond single-use patterns, the existing industrial space was renewed around three types of space — "R&D and offices, innovation workshops, and smart manufacturing bases" — upgrading traditional industries towards smart manufacturing and R&D, while the Liangtang River ecological belt and the green belt along the Grand Canal were used to create living and leisure space. In the Dashan Machinery area within the Liangtang River park belt, for instance, shared offices, exhibitions and leisure uses were introduced, together with technology-service tenants such as the headquarters of the district industrial development group and maker spaces. A park, a neighbourhood market and rest stops were planned at the same time, creating a smart "work + exchange + life" industrial neighbourhood.
Second, integration of industry and city. Using a "retain + renovate + build new" approach, the park plans six talent apartment complexes (one retained, one renovated and four new), expected to house about 6,200 employees in a variety of housing types. Starting from pocket parks and cluster green spaces, Liangtang River Park and Innovation Park were upgraded to form a network of six city parks, and the transport system and walking and cycling network were improved to boost vitality and resilience. After redevelopment, the share of open space rose from 11% to 28% and road network density increased from 5.5 to 8.5 km per square kilometre, making the community markedly more liveable and convenient.
(4) "Funds + projects, parks + services": gathering momentum
The park adopted a "funds + projects, parks + services" approach to investment attraction, ensuring both financial support and quality services for projects.
First, "funds + projects". Applying a "finance + industry" model, the district set up three industrial funds — a CNY 10 billion science and technology innovation fund of funds, a CNY 10 billion digital economy fund of funds, and a CNY 2 billion Guolian Jinshajiang aerospace industry fund — using investment to attract investment and linking capital to recruitment of anchor companies. Guided by the market and deepening state-owned enterprise reform, it set up the first local state-owned commercial aerospace platform (Wuxi Liangxi Aerospace Technology Group Co., Ltd.), built a resource-sharing platform, took equity stakes in key supply-chain companies, and effectively guided private capital to take part in building the community and cultivating the industry.
Second, "parks + services". Using locally branded service teams — the aerospace industry cooperation forum, the end-to-end service brand "Mingqi Hui" and the "Red Engine" vanguard team — the park pools service resources and focuses on companies' needs, offering "nanny-style", one-stop liaison and agency services through project landing, preliminary approvals, construction and ramp-up to full production. This builds a service system covering the whole chain of the industrial community and continually improves the operating environment and companies' growth experience.
5. Policy Basis
(1) The Notice of the Ministry of Natural Resources on Launching Pilot Work on the Redevelopment of Inefficiently Used Land (Ziran Zifa [2023] No. 171) states that where redevelopment of inefficient land needs to be carried out mainly through government land reserves, localities may, in conjunction with the preparation of regulatory detailed plans under the territorial spatial planning system, explore implementation through "unified planning, unified reserve, unified development, unified supporting facilities and unified supply".
(2) The Notice of the Wuxi Municipal Government on Issuing the Implementation Plan for the Pilot Redevelopment of Inefficiently Used Land in Wuxi (Xizhengfa [2024] No. 7) states that in key areas such as new-type industrial land and new industrial demonstration zones, high-standard renovation and construction should be carried out to create, as appropriate, a batch of "high-quality, low-cost, customized" industrial buildings, and to encourage multi-storey industrial buildings, mixed functions and compound use.
