How Chinese cities are reusing
inefficient land

Twenty-nine case studies from the 2026 national collection on revitalizing existing and inefficiently used land — from aerospace parks on old textile sites to a soy sauce brewery that bought out its neighbours. Each case is translated in full, with its location, key figures and the land and planning tools it used.

Liangxi District, Wuxi, Jiangsu · 3,735 mu · 249 ha

Industrial Upgrading of the Yangming Aerospace Industrial Park, Wuxi

无锡市扬名空天产业园产业升级

A 3,735-mu traditional industrial cluster in central Wuxi was consolidated by the district government and rebuilt by a state-owned platform as an "industrial community" for commercial aerospace. Multi-storey "skyscraper factories" raised the park-wide floor area ratio from under 0.8 to over 2.5, while tax revenue per mu tripled.

Park-wide floor area ratio below 0.8 → above 2.5

Gongshu District, Hangzhou, Zhejiang · 547 mu · 36.5 ha

Transformation of the Hangzhou Iron & Steel Banshan Base, Hangzhou

杭州市杭钢半山基地转型发展

After its steel lines closed in 2016, Hangzhou Iron & Steel Group redeveloped 547 mu of its retained land into a computing and data-centre cluster. Fragmented allocated and leased parcels were re-plotted and transferred back to the group by agreement under new planning conditions, ending what the case calls an "institutional freeze" on the land.

Floor area ratio, IT innovation centre 0.7 → 1.5

Tinghu District, Yancheng, Jiangsu · 21.6 mu · 1.44 ha

"No. 8 Xinsheng" Digital Technology Innovation Park — Repurposing a Vacant School, Yancheng

盐城市 8 号新生·数字科技创新园功能重塑

The vacant old campus of Yancheng No. 8 Middle School was rezoned from education to business office use and sold by public listing — with its buildings and a design scheme attached — to the district's urban investment company. A specialist operator turned classrooms into offices and labs and dormitories into talent apartments; 35 digital-technology firms now occupy 95% of the space.

Occupancy 0% → 95%

Laishan District, Yantai, Shandong · 47.4 mu · 3.16 ha

Upgrading the Shandong Port International Exchange Centre, Yantai

烟台市山东港口国际交流中心迭代更新

A disused 1980s seafront hotel owned by Yantai Port Group was demolished and rebuilt by the owner itself as an international conference and training centre. Without changing the land use or site area, the floor area ratio rose from 0.27 to 0.75 and about 9,400 m² of basement space was added.

Floor area ratio 0.27 → 0.75

Jing'an District, Shanghai · 31 mu · 2.07 ha

Urban Renewal of the Shenlin Timber Site, Jiangchang West Road, Shanghai

上海市江场西路申林木业城市更新

Two state-owned groups — the land's owner Bailian and the Shibei industrial-park company — formed a joint venture to redevelop an old timber-yard site. The land was taken into the reserve, rezoned for R&D at a floor area ratio of 3.5 and won back by the joint venture as Jing'an District's first "standard land" sale, with a contractual tax target of CNY 165 million a year.

Floor area ratio 0.32 → 3.5

Bagongshan District, Huainan, Anhui · 346 mu · 23.1 ha

Repurposing the Bijiagang Coal Mine Site as a Green Food Industrial Park, Huainan

淮南市毕家岗矿区业态重塑

A coal mine closed in 2003 and ecologically restored in 2016 still sat idle because of overlapping tenure and an outdated mining land use. The district government recovered the land from the mining group, rezoned it, bundled factory land with utilities in a single supply package, and offers standard factories on a "lease first, transfer later" basis.

Floor area ratio 0.3 → above 1.5

Nankang District, Ganzhou, Jiangxi · 940 mu · 62.7 ha

Upgrading Old Furniture Industry Clusters in Nankang District, Ganzhou

赣州市南康区老旧家具产业集聚区集约提质

Three self-built furniture workshop clusters of tin sheds on 5–10-mu plots were re-plotted from 66 scattered holdings into 60 regular parcels. A transparent "land-share ratio" formula gave each firm net land in proportion to what it originally occupied, after deducting roads and fire lanes, so that firms could rebuild multi-storey factories themselves.

Average floor area ratio 0.5 → 2.0

Central urban area, Changchun, Jilin · 439 mu · 29.3 ha

Integrated Redevelopment of the Water Culture Ecological Park, Changchun

长春市水文化生态园一体化改造

Changchun's first waterworks (1932), closed in 2015, had become an informal public park but its land was still zoned industrial. The city took it into the reserve, allocated 25.95 ha back to the owner as parkland, and sold 3.33 ha of commercial and parking land as a bundle together with tourism and parking operating rights — a "combined supply" of land and concessions.

Gusu District, Suzhou, Jiangsu · 61.5 mu · 4.1 ha

Self-redevelopment of the No. 1 Silk Factory — Conservation Through Use, Suzhou

苏州市第一丝厂自主更新以用促保

China's oldest silk-reeling mill, on the moat at the southern gate of Suzhou's old city, was redeveloped by its own company as a culture, retail and hotel quarter for its 2026 centenary. Land use changed from industrial to commercial; the land premium of nearly CNY 70 million was assessed net of the high cost of building a basement car park around protected trees and heritage buildings.

Guancheng Hui District, Zhengzhou, Henan · 46 mu · 3.07 ha

Bodu Xinxiang Historic and Cultural District, Zhengzhou

郑州市亳都新象历史文化街区活化利用

A vacant former college campus inside the protected core of the Shang dynasty capital site was acquired, rezoned for mixed commercial and cultural use, and sold with heritage obligations — height limits, street pattern and a performance bond — written into the land contract. The courtyard-style district opened in 2025 and drew over 500,000 visitors in its first holiday week.

Qinhuai District, Nanjing, Jiangsu · 19.5 mu · 1.3 ha

Urban Renewal of Jinling Changlefang, Nanjing

南京市金陵长乐坊城市更新

A former knitwear factory turned Walmart, vacant since 2020 and next to the Confucius Temple area, had mixed allocated and sold land and 29,000 m² of unpermitted buildings. After penalties were imposed, the buildings were regularized, the owner paid CNY 233 million to convert allocated industrial land to commercial use, and the complex reopened as a culture-and-retail destination.

Floor space brought back into use 0 → about 40,000 m²

Doilungdêqên District, Lhasa, Tibet · 23.1 mu · 1.54 ha

Organic Renewal of the Longteng Building, Doilungdêqên, Lhasa

拉萨市龙腾大厦有机更新

Two run-down plots with incomplete land records — allocated government land and an old start-up centre of unclear title — were merged, rezoned commercial and transferred to a district-owned company together with the buildings on them. A minimum investment of CNY 250 million was written into the land contract; the new mixed office, retail and talent-housing complex opened in 2024.

Floor space under 15,000 → 52,307 m²

Yinan Economic Development Zone, Linyi, Shandong · 199 mu · 13.3 ha

Clearing and Redeveloping a Court-frozen Steel Pipe Plant in the Kelute Area, Yinan, Linyi

临沂市科鲁特片区腾退整备

A bankrupt steel pipe plant's 199-mu site was frozen by repeated court seizures. A county state-owned company bought the bank debt, had the court auction the land, won it, then subdivided it for four new manufacturers — all in production within 18 months of launch.

Floor area ratio 0.3 → above 1.2

Malanshan Video Cultural and Creative Industrial Park, Changsha, Hunan · 123 mu · 8.2 ha

Integrating Land Rights for Hunan Broadcasting's "Colourful Box" Production Base, Changsha

长沙市湖南广电“七彩盒子”整合盘活

One TV production campus sat on three plots — allocated land held by the broadcaster and sold land split between the broadcaster and its media group — so it could not be planned, permitted or mortgaged as one. The allocated land was injected into the group as a capital contribution instead of paying a CNY 123 million land premium, and the other plot's owner name was simply changed, unifying all 123 mu under one company.
