1. Project Overview
The Qinglong Lake Data Ecosystem Centre is in the Qinglong Lake area of Caofeidian New City, Tangshan. The site was formerly inefficient industrial land around the production area of the Jidong Oilfield. Because of the neighbouring oil operations, land use had long been very low and the area lay dormant, its value unrealized. At the end of 2023 the Caofeidian New City Management Committee launched an industrial upgrading project for the area, transforming it into the Qinglong Lake Data Ecosystem Centre. The project covers about 168.3 mu, comprising 53,679 square metres (80.5 mu) of industrial land and 58,532 square metres (87.8 mu) of research land. Total floor space is 144,751 square metres (138,732 above ground), with an average floor area ratio of 1.24, improving building layout and spatial efficiency. More than 40 companies have moved in, including Huawei Cloud computing centre, Alibaba Cloud Feihu industrial internet and Huibo Robotics.
2. Redevelopment Entity and Model
The site lies on the edge of the Jidong Oilfield mining area. Well sites, roads and pipelines obstructed development, and current land use was very low — a typical case of inefficient land around a mining area.
Given these complications, the Caofeidian New City Management Committee took the lead in the redevelopment and held detailed discussions with Jidong Oilfield Co., Ltd. On the principles of mutual benefit and coordinated development, the two sides reached agreement on all key issues, ensuring the work proceeded steadily without any effect on normal oilfield operations.
The redevelopment combined government land reserve with planning adjustment. By taking the land into the reserve, the government gained control of the redevelopment and laid a firm foundation for unified planning and efficient development. At the same time, the former industrial and mining area was replanned scientifically under the strategy for redeveloping urban inefficient land. Through careful planning and orderly implementation, 168 mu of inefficient industrial land was revitalized.
In spatial layout, the project broke away from single-storey factories, upgrading the layout to multi-storey industrial buildings. This raised the three-dimensional use of land and provided more space for industrial clustering and collaboration. The result is a comprehensive data ecosystem centre that combines industry, academia and research with the city's development needs, using land economically and intensively and adding strong momentum to high-quality regional development.
3. Results of the Redevelopment
(1) A marked rise in land returns
Before redevelopment the site was traditional industrial land whose potential value lay untapped. Through a precise change of land-use designation, single-use industrial land was converted into new-type industrial land closely integrating research and industry, raising the floor area ratio to 1.24. As land efficiency rose, so did land-related fiscal revenue, turning "low output" into "high returns" and providing steady funding for regional development.
(2) Remarkable land savings
The project uses multi-storey factories with a footprint of only 16,936 square metres. A conventional single-storey layout would have required 73,736 square metres of land, so the project saves nearly 77% of the land — opening up broad room for development on a limited plot. This intensive model improves the efficiency of land resources and reserves ample space for sustainable urban development.
(3) Integration of industry, academia, research and city
Before redevelopment, the site was land around a mining area that could not be developed because of pipelines — a "weak link" holding back the area. Afterwards, the project draws on local universities, building a bridge between universities and companies in the park. University research projects are linked closely to companies' needs and are developed and incubated within park companies, quickly moving results from the laboratory to the production line. This has created many jobs, attracted skilled people and deepened the integration of industry, academia, research and city, filling gaps in the city's industries and adding new vitality to its development.
4. Key Practices
(1) Government-led land reserve and precise planning adjustment
The original land user obtained the land in 2019. However, as the site could not meet development needs, the government lawfully recovered the land use rights in 2023 and placed the land in its reserve. It then adjusted the land-use plan, converting inefficient industrial land into new-type industrial land that closely integrates research and manufacturing. Through these steps a comprehensive data ecosystem centre combining industry, academia and research with urban development was created.
(2) High design standards and a model of multi-storey factories
The project broke with traditional industrial building types and was designed and built to a high standard. Building 3 is a five-storey pilot-production workshop, Buildings 7, 8 and 9 are four-storey production workshops, and Buildings 4 and 5 are three-storey production workshops. The factories total 73,736 square metres of floor space (67,896 above ground and 5,840 below) on a footprint of 16,936 square metres, making them a benchmark for multi-storey industrial buildings.
(3) Coordinating with the oilfield
Because the site is on the edge of the Jidong Oilfield, the layout of well sites, roads and pipelines affects development. The Caofeidian New City Management Committee therefore repeatedly held in-depth talks with Jidong Oilfield Co., Ltd. to advance the park's development steadily while ensuring the oilfield's operations were not disrupted.
(4) Bringing scattered technology firms together to accelerate clustering
For a long time, many big data, cloud computing and smart manufacturing start-ups in the new city were scattered across university campuses without formal, unified office space. By consolidating these dispersed innovative firms in one place, the Qinglong Lake Data Ecosystem Centre concentrates their strengths to build a hub for high-tech industry.
5. Policy Basis
(1) The Notice on Improving Industrial Land Supply Policies to Support Development of the Real Economy (Ziran Zifa [2022] No. 201) treats new-type industrial land (M0) as industrial land, provided it meets the "two highs and four news" standard — high-end, high-efficiency, new technologies, new industries, new business forms and new models.
(2) Implementation rules and supporting policies issued by Tangshan and Caofeidian on redeveloping urban inefficient land refine and implement national policy in light of local conditions, setting out specific procedures and requirements for project application, approval and implementation and providing strong policy support for the project. Caofeidian's policies on industrial park development support industry, talent recruitment and innovation, matching the project's aim of building a comprehensive data ecosystem centre and integrating industry, academia, research and city, and creating a good policy environment for its long-term development.
